Canada and Vietnam forge Strategic Partnership, announce first direct flights
Prime Minister Mark Carney met Vietnamese President Tô Lâm in Ottawa as the two countries elevated ties to a Strategic Partnership and signed an expanded air transport agreement allowing up to 14 weekly passenger flights each way.
Why it matters
This is the first state visit to Canada by a General Secretary of the Communist Party of Vietnam since diplomatic relations were established in 1973. Vietnam is Canada's largest trading partner in ASEAN, and direct flights are seen as a key step in Canada's trade diversification and Indo-Pacific strategy.

On September 24, Prime Minister Mark Carney met General Secretary and President Tô Lâm in Ottawa. The two leaders issued a joint statement elevating the relationship to a Strategic Partnership and signed or renewed four memoranda of understanding covering conventional and clean energy, maritime transport, environment and climate change, and food safety.
Under the expanded air transport agreement, direct flights between Canada and Vietnam will operate for the first time, with up to 14 weekly passenger-combination flights and 7 weekly all-cargo flights per country. Carney said the deal will support business growth, the movement of goods, and stronger people-to-people ties.
